Earlier this spring, Philadelphia animal control officers responded to an eviction case and found someone small abandoned at the scene. A tan dog named Lexi laid in a pile of blankets in a cramped metal crate. Her ribs poked through her sides, and her eyes gazed vacantly ahead. The officers gently grabbed Lexi and brought her to the Pennsylvania SPCA.
